Meat-containing ready meals fall under USDA, not FDA

Products containing meat or poultry above roughly 3% raw / 2% cooked fall under USDA's Food Safety and Inspection Service (FSIS), not the FDA — soups, fried rice, dumplings and ramen with meat-based soup bases can all qualify.

FSIS-regulated products require country- and establishment-level pre-approval, and Korea's approved scope is limited — so many meat-containing ready meals effectively cannot enter the US.

In practice exporters reformulate below the thresholds or switch to seafood/plant-based recipes so the product stays under FDA jurisdiction. Check jurisdiction from the ingredient list at the development stage.
